Uttlesford Conservatives' proposed new town in Elsenham and Henham.
Despite the strongest signals from both the Government Office of the East of England (GO-East) and Essex County Council to Uttlesford District Council that it needs to go back to the drawing board and reconsider its strategy for future development, Tuesday's environment committee hesitated on kick-starting a rethink.
Liberal Democrat committee member Alan Dean proposed that "subject to discussions with GO-East and Essex County Council, officers are instructed to set in motion further work to establish and consult on evidence to support and justify the local development framework core strategy".
The motion was supported by the Liberal Democrats but opposed by the majority Conservatives and was lost.
Council officers met yesterday with government officials to discuss progress with development proposals and meet with GO-East and ECC officials on 30 January to discuss the way forward with the core strategy.
