Daily Telegraph columnist Simon Heffer has slammed Conservative plans for a Bank of Essex funded with your Council Tax. Mr Heffer writes that the Conservative-led County Council "has a habit of wasting money - it has an office in Brussels from which it presumably conducts foreign policy, and sent officials on a junket to a party in America last year at a cost to the taxpayer that we reported to be £63,000, but which a (Tory) councillor subsequently told me was about twice as much."
